外國語學院是渤海大學下設的二級教學單位，其前身為始建于1983年的原錦州師范學院英語系。建院以來，學院一直秉承“以學科建設為龍頭，以師資建設為重點、以教學質量為主線”的教學思想，堅持“做先進文化弘揚者、做誠實守信示范人”的育人理念，全面貫徹落實黨的教育方針，多年來，為國家和社會的發展培養了大批合格的建設者和接班人。
學院開設英語、日語、法語3個本科專業，一個“外國語言文學”一級學科碩士點，下設英語語言文學、外國語言學及應用語言學、日語語言文學二級學科授權點；一個“教育學”一級學科下設的課程與教學論(英語)二級學科授權點和一個“教育碩士”一級學科下設的學科教學（英語）二級學科授權點。學院是TESOL國際英語教師資格認證考試中心、國際漢語教師海外實習就業示范點。
學院師資隊伍健康、持續發展，積極引進高層次人才，學院現有教職工97人，專任教師85人，專任教師中“遼寧省百千萬人才工程”入選者2人，遼寧優秀教師1人，遼寧省教學名師1人，具有高級職稱人員34人，專任教師中89%以上人員具有碩士及以上學位。
學院教學、科研、學科建設等方面成效顯著，學術水平不斷提高，近年來獲國家社科基金項目1項，省部級項目34項，省級教學成果獎3項，省政府獎2項，省哲學社會科學成果獎8項，校級教學成果獎6項，出版學術專著8部，核心以上科研論文47篇。多名教師在國家級、省級和校級舉辦的各類教學大賽中獲獎。
學院現有在校本科生1292人，研究生192人，學院近幾年的研究生考取率每年都在30%以上，學團活動充分結合專業特色，豐富多彩，積極打造外國語學院文化藝術節等特色品牌,有力地促進了學生的全面發展和身心健康。平均每年出國留學生人數都在30人以上，并持續增長，學生就業率每年都在90%以上。學生多次在外研社杯英語演講、閱讀和寫作等大賽中獲獎。
學院工會注重關愛師生的身心健康，扶貧幫困，工會各項文體活動等蓬勃開展，曾榮獲全國模范職工小家榮譽稱號，并多次榮獲校先進職工小家榮譽稱號。
今后工作中，外院人將繼續高舉習近平新時代中國特色社會主義思想偉大旗幟，以黨的十九大報告為指導，堅持自強不息、攻堅克難、開拓創新的精神，為學校發展做出外院人應有的貢獻。
   
College of Foreign Languages
 
The College of Foreign Languages (CFL) is a subsidiaryeducationalorganisation of Bohai University, and was previously known as English Department of Jinzhou Normal College when established in 1983. Since its establishment, CFL has been complying with the teaching motto, “disciplinary development as the motivation, teaching staff reinforcement as the focus, teaching quality as the primary mission” and has been emphasising the educational philosophy of “training advanced culture advocators and honest demonstrators”, comprehensively implementing the educational policy of the Communist Party of China. A great number of qualified successors of socialism have successfully graduated from CFL, and they are now engrossed in working heart and soul for our country.
There are three undergraduate programmes available in CFL. In addition, CFL offers a master programme of “Foreign Languages and Literature” that consists of three disciplines, namely, English Linguistics and Literature, Foreign Linguistics and Applied Language Studies, and Japanese Linguistics and Literature; a master programme of “Education” on Curriculum and Teaching Theory and a master programme of “Education Master” on Discipline Teaching (English). CFL is the international English teacher qualification examination centre for TESOL, and is the demonstrative site of overseas occupation and internship for international Chinese teachers.
The elite team of college faculty has been positively built. There are 97 members in total, among whom there are 85teaching staff. Over 89% of our teaching staff have obtained a Master or Doctoral degree. Two teachers are recommended for the candidature of “Top Talents Plan of Liaoning Province”. One teacher is awarded “Excellent Teacher” and one is awarded “Distinguished Teacher”. 34 teachers are honoured with senior professional titles.
CFL takes pride in her salient increasing achievements with regard to teaching, academic research and discipline construction. There appeared one National Social Science Project, 34 Provincial Social Science Projects, 3 Provincial Teaching Awards, 2 Provincial Governmental Awards, 8 Provincial Social Science Awards, 6 University Teaching Awards, 8 great publications and 47 core journal articles (including SSCI, A&HCI and CSSCI) in recent years. A number of teachers have won various awards in teaching competitions of national and provincial levels.
There are currently 1292 undergraduates and 192 postgraduates enrolled, with the ratio of successfully obtaining a postgraduate candidature being more than 30%. College activities feature great disciplinary professionalism, which help forge a wide range of university brands such as CFL Culture and Arts Festival and great enhance the mental and physical development of our students. There are over 30 students going overseas for further studies per annum, with the number still keeping increasing. The annual graduate employment rate is over 90%. CFL students have won a variety of awards in speech competition, reading competition and writing competition organised by Foreign Language Teaching and Research Press.
CFL Labour Union is concerned about staff health, and carries out a series of activities to improve staff’s physical and mental health and a range of plans to help the poor. CFL Labour Union has for many times been awarded “National Model Home for Staff” and “Provincial Model Home for Staff”.
Guided by the report at the 19th National Congress of the Communist Party of China, CFLers will keep holding tight the banner of Xi Jinping’s Thoughts on Socialism with Chinese Characteristics for a New Era, making more contributions in the future with perseverance in overcoming difficulties and commitment to the development of College of Foreign Languages Bohai University.
